Characters frequently stand in rooms explaining the genetics of the "Witch" program, the history of the serum, and the hierarchy of the institute. While this fleshes out the world, it halts the momentum generated by the visceral action scenes.

Furthermore, by juggling so many factions—the farm couple, the female lead, the male mutants, the institute, and the returning Ja-yoon—the narrative sometimes feels stretched thin. Some characters feel like chess pieces moved solely to facilitate a fight scene, lacking the emotional depth that made the first film’s supporting cast so memorable.
